He was trained as a CPA and is recognized nationally for his expertise in distinct part unit reimbursement. He has managed over 50 different inpatient mental health or rehab units in 19 states. Wendy Paulen Hill, FACHE, Executive Vice President - Ms. Hill has over 25 years of experience in health care operations and program management, including physical rehabilitation and behavioral health units in hospitals; acute care hospitals; long term acute hospitals and physician practice management. Her mental health and acute rehab management expertise includes financial management, marketing, business and program development, strategic planning and regulatory compliance. Clay Deardorff, Senior Vice President - Mr. Deardorff has over 30 years of experience developing and managing inpatient and outpatient adult psychiatric services, geriatric psychiatric services and chemical dependency programs in acute care hospital settings.  His expertise includes proficiency in regulatory compliance issues, physician recruitment and relationships, as well as financial and referral development management. Susan E. Fox, R.N., Senior Vice President - Ms. Fox works with hospital clients in development of new services and is responsible for operational functions of inpatient psychiatric contracts. She has over 25 years of clinical, operational and marketing experience in the behavioral health field. She has provided mental health management and consulting services to over 75 hospitals in 28 states. Denise Finelli, RN-BC, Senior Vice President of Operations - Ms. Finelli has over 20 years of clinical, management and marketing experience in inpatient and outpatient settings for geriatric and adult psychiatric patients in acute care hospitals.  Ms. Finelli works with client hospitals to develop new services and to enhance the safety and quality of existing services. Bob Frost, MS, MPH, CHE, RN, CRNAC, CRRN, Vice President - Mr. Frost has over 16 years of clinical, operational, and program management experience in inpatient and outpatient rehabilitation, skilled nursing, and community crisis intervention.  His management experience ranges from nursing, program directing/development, coordinated multiple inpatient rehabilitation units for one health care system, regional consultant to a four-hospital region, consultant for post-acute continuum strategic development, and CARF/compliance surveys.  Mr. Frost’s clinical expertise includes certifications in rehabilitation nursing, healthcare executive, registered nurse assessment coordination, and crisis prevention instruction.  Scott K. Stegall, Senior Vice President of Business Development - Mr. Stegall was trained in the financial services industry and holds an MBA in finance. At Signet, he works with our clients and prospective clients in the development of new contracts and services. He has over 25 years experience in marketing and management.
